It makes sense that they’d arranged for him to meet Shelley in the past, since even a pre-Destroy History Shelley would be of assistance to a novice agent. Or maybe Future Scout’s behind it- maybe she’s hoping that Shelley and Jack will fall in love, and Shelley will never get involved with Tim as a result…
