My pet theory is that the Japanese Digital Perm has disguise capabilities much like the Disguise Pen from Sailor Moon, and will give Lottie her clown guise from the cover we saw earlier.
It’s the featured book at the bookstore. Maybe Shelley’s moved on from Tibkins and her latest creation is Dafty the rabbit? Or perhaps that’s Morty Starshine’s book.
She’s motivating herself. The whole point of solving this mystery is to get enough money from the magazine to get the perm. She’s shouting about the perm to motivate herself.
Lottie has also apparently taken an interest in manga-style flying or leaping. Does she secretly know a sentai?

As a kid I was always amused by how frequently my mother had to get her “permanent” renewed. She may have been less so.

The other thing I love about this page is Mildew’s facial expressions as the “familiar sense of alarm” grows and Lottie’s excitement builds.
